Description of Actual Services Provided in the assignment :

The main Project Objectives: To institutionalize GESI responsive approaches in MoUD’s operation and also to provide support in management and institutional capacity building activities under MoUD in line with GESI Operational Guidelines, 2013.

Details of activities performed by GESI team under the consultancy services for Gender Equality and Social Inclusion (GESI) are given below:

Establishment and Management of Institutional Structures The GESI team: Prepared a conceptual note and framework for GESI institutional structure and advised MOUD in bringing necessary changes in the existing organizational structure and staffing to make a compact and efficient GESI Section in MOUD and GESI structures in the departments including in Regional Directorate and Division / Sun Division offices;Advised and assisted the head of the GESI Section in preparing and finalizing job descriptions of GESI Unit officials, and appropriate staff qualification criteria. Also, facilitated preparation and implementation of TORs for Gender Focal Persons/GESI structures for Regional Directorate and Division/ Sub Division Offices; Assisted GESI Sections/ Units to establish effective enforcement mechanisms that its directives and guidelines are fully implemented by the Departments, Regional Directorates, and Division/ Sub Division offices. Assisted the establishment of an appropriate annual reporting system of GESI unit;Assessed and recommended appropriate functional linkages that GESI Unit may need to have with other line agencies such as Ministry of Women Children and Social Welfare and Women Commission; Supported GESI Section/ Units in MOUD, departments including regional structures to manage and implement GESI mainstreaming activities; Maintained coordination between the Ministry, Departments and GESI Units for implementation of project activities. Assisted these Units to coordinate with Regional Directorate and Division/ Sub Division Offices for application of GESI Operational Guidelines, 2013.

Facilitation of Planning ProcessThe GESI team: Developed log frame for the GESI mainstreaming activities of the MoUD with clear outputs and outcomes; Assisted to prepare overall work plan for the project period and review annually; Provided necessary support for integration of GESI work plan in MoUD's fiscal plan   and annual reporting; Developed GESI Action Plans for GESI project, MoUD, DWSS, DUDBC and Central Level Projects/Organizations to assess the progress on GESI in a certain period of time.

Develop and Implement Capacity Building Program The GESI team: Carried out GESI capacity need assessment to implement MoUD's GESI guidelines. Developed and helped to implement capacity building plan for GESI Sections and Units;Developed MoUD related sector specific urban development and building  construction, water supply and sanitation GESI training manuals, toolkits and checklists relevant to its programs and projects; Designed and implemented various training programs on conceptual and sector related GESI provisions for different levels of staff from Ministry to Division Offices to Central level Organizations;Assisted to finalize and implemented MoUD's GESI Operational Guidelines, 2013. Advised to make necessary changes in the Guidelines based on the reflection from the field;Assisted the GESI Section in identifying and selecting appropriate training agencies such as Administrative Staff College, and other appropriate organizations, and assisted in establishing sustainable training programs by the selected organizations;Assisted the establishment of specific training programs for GESI mainstreaming in infrastructure by the selected organizations, and take part in the training programs as guest lecturer. 

Sectoral and other policy review, revised and development from GESI perspective to align with MoUD’s GESI Operational Guidelines, 2013 The GESI team:Reviewed 14 GESI related documents such as sectoral policies, directives, guidelines, acts and by-laws prepared by other Ministries, Departments and Organizations from GESI perspective in line with GESI Operational Guidelines, 2013  and provided their comments to the concerned stakeholders;Organized the meetings with MoFALD, MoF, MoWCSW, MoWSS, NPC and Departments including other external development partners to develop coordination between organizations. During meetings the progress of the GESI project was shared, Prepared the draft procedure of GESI Responsive Budget (GRB) of MoUD and analyzed the trend of GRB allocation in MoUD in past three years;Reviewed the GESI Guidelines of Ministry of Physical Infrastructure and Transport and provided comments to the concerned stakeholder; Reviewed the regulations related to the rights of people with disabilities and provided comments to the concerned stakeholder;

Monitoring, Reporting and Evaluation The GESI team: Revised and updated MoUD's monitoring formats to integrate GESI related information and data, and facilitated its reporting to NPC's monitoring system; Provided necessary orientation to all programs and projects under the MoUD and Departments for application of revised monitoring formats; Supported in establishment of Management Information System in MoUD with necessary GESI responsive indicators and GESI disaggregated data in MoUD and facilitated its application    process from centre to regional to division offices; Maintained project documents, prepared activity reports and submitted periodical progress reports of overall activities as required by MOUD and ADB; Participated in project review missions ADB and MOUD and provided necessary information and reports; Visited frequently the division/sub-division offices of DWSS and DUDBC including Central Level Organizations to monitor the progress of GESI. Visited more than 27 districts and their Sites.

Public Awareness, Knowledge Production and DisseminationThe GESI team:Assisted in preparing the GESI Operational Guidelines, 2013 in to two versions (English & Nepali) with an objective to institutionalize GESI mainstreaming in infrastructure development projects in the sectors of DWSS and DUDBC;Prepared GESI toolkits (Part 1, 2 and 3) and training manual (Part 1and 2) in Nepali versions to use as a practical guidebook on specific areas of infrastructure development whereas the training manual has been used in the training programs organized by Departments;Assisted in preparing video documentaries (4) on: Post earthquake, disable friendly infrastructures (2), Janata Aawas Karyakram (Peoples Housing Program) and radio jingle on participation of women, poor, excluded groups in infrastructures development projects;Supported in the publication of bi-annual newsletter (issue 1-6), leaflets, brochures and pocket diary highlighting the progress and activities of GESI;Collected and prepared 25 case studies based upon the field activities of DUDBC.  Conducted interview with Musahar, Harijan, Gandharba, Badi, Raaji community people, male and female contractors, male and female masons, male and female labors, construction committee members, female engineers etc.  for the case studies. 

Training activitiesThe GESI team: Conducted ToT for senior staffs of MoUD, Departments, Regional and Division/Sub-divisions including senior officials of central level Organizations; Conducted ToT on GESI for the municipal officials of Siddharthanagar Municipality and RUDP implemented 4 Municipalities; Conducted workshops on GESI Operational Guidelines for mainstreaming GESI for the officials of MoUD; Organized the orientation programs for External Development Partners to orient on GESI Operational Guidelines, 2013; Conducted GESI trainings for the GESI Unit staffs of Division Offices and District Level Project Implementation Units;Provided short orientation on GESI Operational Guidelines, 2013 and on the concept of GESI in 21 Division Offices;Organized Capacity Development Trainings on GESI for the Staff Members of GESI Units of Central Level Organizations (CLOs)under MoUD; Conducted  GESI Training for the staffs of Kathmandu Valley Development Authority (KVDA), branch offices;Conducted Follow-up GESI training for the CLOs; Conducted Training on GESI Mainstreaming and Action Plan Implementation for the Staff of Division Offices; Prepared curricula and training materials for the MoUD, Departments and Division Offices. The team also provided sufficient input to equip with appropriate knowledge and skill that helped in the implementation of GESI related activities;Provided facilitation support in the seven events of training programs organized by IUDP, STIUEIP & UGDP under DUDBC;Conducted experience sharing workshops with the stakeholders working Women, Poor and Excluded Groups of people especially in the infrastructure development sector; Besides, the team also organized Training on Gender Responsive Budget (GRB), Training on developing monitoring indicators and Orientation on procedural steps of GESI Operational Guidelines, 2013. The team also organized on the spot training while visiting the Division / Sub Division Offices of DUDBC & DWSS. 

Total events 27 (central level events: 15, regional level events: 6, division/sub-division level events: 6) organized. Total number of participants: around 1600 (Female: 34%, Male: 66%)
